The fire began in the children’s bedroom, and according to fire safety manager Stephen Morgan, it was most likely sparked by a bare flame being placed against a combustible substance. The court also learned that the home was devoid of any fire alarms or other fire safety features and that the occupants were ignorant of the incident until neighbors alerted them to the sight of black smoke rising from the windows on the top level.

He attempted to rescue Ms. Doggett with the assistance of a few other guys and an off-duty firefighter, but they were unable to ascend the stairs because of the black smoke that covered the landing. A paint can, hammer, and step-ladder was used in vain to try and smash the bedroom window from the outside.

Chloe tried to leave the area, but smoke inhalation rendered her comatose.

Ms. Doggett’s death was deemed an accident by Mrs. Kynaston. “It is pretty evident from the number of individuals in here that she was very well loved by you all and would be terribly missed by you and her children,” she said, turning to Ms. Doggett’s family. This is a terrible, terrible death, and I will never forget it.
