Engineers India Limited (EIL), an Indian engineering consultancy firm, says it has signed a $350 million agreement with Dangote Refinery to serve as project management consultant (PMC) and engineering, procurement and construction management (EPCM) consultant for the refinery’s expansion.
Dangote Group had announced plans to scale up its refinery capacity from 650,000 barrels per day (bpd) to 1.4 million bpd — a move first disclosed by Aliko Dangote on October 26.
In a recent statement, EIL said it was partnering with the Dangote Group as PMC and EPCM consultant for the refinery, which was commissioned in 2024.
“Believing in EIL’s Engineering and Project Management excellence, Dangote Group has once again joined hands with EIL in this endeavor and has signed a Contract Agreement of value more than US $350 Million to engage EIL as PMC and EPCM Consultant for this Project,” the statement said.
As part of the expansion, EIL said Dangote plans to construct a second processing train that will produce Euro VI grade fuels.
It added that polypropylene output will be boosted from 830 kilo tonnes per annum (KTPA) to 2.4 million metric tonnes per annum (MMTPA) through the upgrade of the current polypropylene unit (PPU) and installation of an additional 1.2 MMTPA facility.
The refinery also intends to deliver a “world scale 750 kTPA UOP’s Oleflex Unit to supplement propylene feed to PPU,” according to EIL.
“The latest expansion further reinforces Nigeria’s mission to become a regional hub for refined petroleum products and petrochemicals,” the statement said.
When completed, the expansion will position the facility as the world’s largest petroleum refinery at a single site, boosting Africa’s fuel production capacity, cutting import dependence and enhancing regional energy security.
“This Contract is a strong affirmation of the trust reposed in EIL’s capabilities to deliver projects of exceptional scale and complexity,” the company said.
EIL added that it will deploy decades of technical expertise and its “global execution model” to support the development of “one of the world’s most advanced and fully integrated energy complexes”.
It noted that the push to lift processing capacity to 1.4 million bpd is “a project of global significance” and will rank among the biggest refinery complexes operating at one location.
