THE Governor of Edo State, Monday Okpebholo, has signed the Secret Cult and Similar Activities Prohibition Bill, 2025, replacing the Edo State Secret Cult Prohibition Law, 2018.
The new bill, which introduces stricter penalties for cult-related offences, took effect on January 24, 2025.
Announcing this in a statement today, the Governor’s Chief Press Secretary, Fred Itua, emphasized that the law imposes severe consequences on individuals involved in cultism.
Under the new law, anyone found guilty of murder in the course of cult-related activities faces the death penalty.
Financial and material sponsors of cultism are liable to 21 years in prison, while those who provide shelter to cultists or allow their property to be used for cult activities risk 10 years imprisonment and the demolition of the property.
“This law mandates 21 years imprisonment for individuals who fund or support cult activities, 10 years imprisonment and property demolition for those who harbor cultists, 21 years imprisonment for cultists involved in assault, injury, or property destruction, and the death penalty for those who commit murder in the name of cultism,” Itua stated.
He clarified that these measures are not intended to oppress law-abiding citizens but rather to deter criminal activities and safeguard the peace and security of Edo State.
“This legislation is not just about punishment—it is about protecting lives and securing the future of Edo State. Cultism has destroyed the potential of many young people, turning them into agents of violence instead of productive members of society. With this law, the government is reclaiming Edo State from criminals and ensuring that families, businesses, and communities can thrive without fear.”
The government also warned that properties linked to cult-related activities will be confiscated and demolished, reinforcing the message that crime will no longer be tolerated.
“Those who aid and abet cultism will no longer find refuge in Edo State. The government is making it clear: Edo is for law-abiding citizens, not criminals,” Itua affirmed.
