The Transparency Watch Initiative has ranked the North East Development Commission (NEDC) and the Nigerian Communications Commission (NCC) among Nigeria’s top-performing public institutions in its latest Fiscal Responsibility and Institutional Performance Report.
The report was unveiled in Abuja on Friday by the organisation’s Executive Director, Dr. Ifure Ataifure.
According to the group, the assessment focused on transparency practices, fiscal responsibility, regulatory efficiency, project execution, public responsiveness and contribution to national development objectives.
Other agencies listed among the best-performing institutions include the Nigeria Sovereign Investment Authority (NSIA), Nigerian Ports Authority (NPA), Federal Inland Revenue Service (FIRS), Debt Management Office (DMO), Nigeria Customs Service (NCS), National Agency for Food and Drug Administration and Control (NAFDAC), Rural Electrification Agency (REA) and National Identity Management Commission (NIMC).
The organisation said the ranking followed months of field assessments, stakeholder consultations and monitoring of public institutions across major sectors of the economy.
Ataifure said the NEDC distinguished itself through what he described as a strong intervention-driven development model across insurgency-affected communities in the North-East.
He noted that the commission recorded visible impact in infrastructure rehabilitation, healthcare delivery, humanitarian support, education programmes and livelihood restoration initiatives.
“The NEDC has shown measurable commitment to post-conflict recovery and institutional accountability in one of the most difficult operating environments in the country,” he stated.
“At a time when public confidence in many government institutions remains weak, the commission has continued to demonstrate visible project execution and strategic coordination of development interventions across communities devastated by insurgency.”
The report further stated that the commission’s community-focused projects and stakeholder engagement strategy have helped strengthen confidence in government interventions within affected communities.
On the telecommunications sector, the report described the NCC as one of the country’s most professionally managed regulatory agencies.
Ataifure said the commission has maintained regulatory stability while promoting broadband expansion, digital inclusion, investor confidence and consumer protection.
“The NCC remains one of the strongest examples of regulatory efficiency within Nigeria’s public sector,” he said.
“Its contribution to digital access, communications stability, broadband penetration and economic productivity continues to position the telecommunications sector as one of the country’s most resilient growth drivers.”
The report also commended the commission’s ability to balance consumer protection with investor sustainability amid inflationary pressure and operational challenges in the telecom industry.
The Transparency Watch Initiative stated that the performances of the NEDC and NCC demonstrated that effective governance was achievable when institutions operate with discipline, competence and accountability.
Ataifure added that while public institutions should remain open to scrutiny, agencies delivering measurable public value deserve recognition to encourage stronger performance standards across government institutions.
He stressed that Nigeria’s development goals would remain difficult to achieve without transparency, operational discipline and result-driven governance within public agencies.
