Gov Zulum Sets Up Minimum Wage Implementation Committee [See Full List]

The Governor of Borno State, Babagana Umara Zulum, has sanctioned the establishment of a committee tasked with deliberating on the implementation modalities of the newly introduced national minimum wage.

A press release issued by the Secretary to the Borno State Government on Wednesday delineated the composition of this committee, which will be presided over by the Commissioner for Budget and Planning, Engineer Babagana Mustapha Malumbe, with Barrister Mallam Fannami serving as the co-chair.

The committee’s responsibilities are outlined in the statement, which include analyzing the existing salary adjustments at the federal level to ascertain the feasibility of applying these adjustments in full or in part within the state; utilizing the federal adjustments as a benchmark to devise a salary adjustment scheme that is both reasonable and sustainable, taking into account the unique characteristics of the state; and addressing any other pertinent matters related to determining a fair and attainable remuneration for civil servants.

The committee comprises twelve additional members from the state’s government sector, including the Attorney-General and Commissioner for Justice, Barr. Hauwa Abubakar, Permanent Secretary for Finance & Economic Development, Alhaji Basha Kachalla Talba, Permanent Secretary for Administration & General Services, Dr. Muhammad Aminu Ghuluze, Permanent Secretary for Environment, Dr. Juliana Bitrus, Accountant-General, Baba Bura Usman, and the State Auditor-General, Alhaji Shettima Bukar.

Others are Senior Technical Assistant (STA), General Service; Mohammed Habib Alkali (STA), Finance and Economic Development; Mai Adamu Yau, Director, Biometric and Data Capture; Abubakar Kachalla, ICT Consultant; Prof. Babagana Gutti; Engr. Bako Adamu; and Perm. Sec., Establishment, Dr. Sadiq Moh’d Abubakar, will serve as the committee secretary.

Similarly, on the part of the Nigeria Labour Congress & Trade Union Congress, members include the NLC Chairman, Comr. Yusuf Inuwa, TUC Chairman, Comr. Babayo Hamma, and JNC Chairman, Comr. Umar Abdullahi.

Also included are the NLC Secretary, Comr. Musa Umar Chiroma, the TUC Secretary, Comr. Baba Mohammed, the President of NULGE, Comr. M. Mustapha Bulama, the JNC Secretary, Comr. Haruna Musa, the Chairman of Pensioners, Comr. Alh. Musa Bukar Kukawa, and the SSANIP Chairman, Comr. Abba Aji Suleiman.

The State Controller of Labour, Federal Ministry of Labour, Abubakar Ibrahim, has been appointed to the role of an observer, according to a statement.

Governor Abubakar Zulum, in his congratulatory remarks to the members, emphasized the importance of commencing their duties promptly.

It is worth noting that President Bola Tinubu had recently enacted the new Minimum Wage Act into legislation, having reached an agreement with the organized labour unions for a minimum wage of ₦70,000.

This development places Borno as the most recent state within the federation to take such a significant step towards the implementation of the newly approved national minimum wage.
