Ramaphosa alleged that M23 rebels and Rwanda’s defence forces were responsible for the deaths of 13 South African soldiers in the Democratic Republic of Congo (DRC). Kagame countered that South Africa had not warned Rwanda about its military activities in the DRC but instead requested logistical support while advocating for peace. He dismissed South Africa’s role as a mediator and warned that Rwanda would respond if provoked. Addressing recent conversations with Ramaphosa, Kagame accused South African officials of distorting facts and making misleading public statements about Rwanda’s involvement in the DRC conflict.
