While the exercise remained largely peaceful in the areas monitored, some civil society groups attributed the low turnout to inadequate voter sensitization by the Imo State Independent Electoral Commission (ISIEC). ISIEC officials who spoke to newsmen acknowledged that the delay in starting the election was caused by logistical issues and unforeseen circumstances. They assured voters that the voting period would be extended to ensure that all eligible voters at the polling centers had the opportunity to cast their ballots.
