Kaduna Gov Uba Sani Makes Key Appointments

The Governor of Kaduna State, Uba Sani, has announced some key appointments to his cabinet.

This, according to the governor, is to revitalise the Kaduna State Civil Service and infuse new energy into his administration, and also improve service delivery.

Naijaonpoint reports that Governor Sani appointed Jummai Bako as the State Head of Service, Ibrahim Balarabe as Executive Secretary, Kaduna State Pension Bureau and  CP Ali D. Audu (RTD.) as the Commander, Kaduna State Vigilance Service (KADVIS).

In congratulating the newly appointed officials, Governor Sani urged them to tackle their roles with renewed enthusiasm, unwavering dedication, and a strong sense of humility, fairness, and integrity.

He anticipates that they will leverage their extensive experience and expertise to fulfil their institutional responsibilities effectively.

He also extended his wishes for divine guidance in their new roles.

Jummai Bako, who has been appointed as the new Head of Service for Kaduna State, previously served as the Permanent Secretary (Establishment, Management & Training) in the Office of the Head of Service. She takes over from Habiba Anana Shekarau.

Jummai Bako, an Associate Member of the Institute of Chartered Economists of Nigeria, has held significant roles within the Ministry of Planning and Budget Commission, serving as both Director of Budget and Director of Monitoring and Evaluation.

Previously, she was a Lecturer at Bauchi State Polytechnic and worked as a Senior Planning Officer at the Local Government Service Commission in Kaduna State from 2006 to 2008.

Additionally, she served as an Education Officer in the State Ministry of Education.

Currently, Jummai Bako is the Co-Chair of the Government-Citizens Engagement Committee under the Open Government Partnership (OGP). She is also a member of the Kaduna State Steering Committee on Social Investments, the Chairman of the Committee reviewing the Pampaida Millennium Villages Project, and a board member of the Kaduna State Roads Agency (KADRA).

Bako earned her Master’s in Business Administration (MBA) from Kaduna State University and holds a Bachelor of Science in Economics from Bayero University, Kano, along with a Diploma in Computer Operation from the Kaduna Community Resource Centre.

She has participated in numerous courses, conferences, and workshops, including training on Mentoring and Advanced Leadership Skills for the DFID Partnership to Engage, Reform and Learn (PERL), Budget and Treasury Management Information System (BATMIS), Strategic Decision Making for Management, Effective Monitoring and Evaluation of Community-Based Development Projects, and the development of the Kaduna State Social Protection Program Monitoring and Evaluation Framework.

Her training also covers Fundamentals of Data Collection, Essentials of Project Management, Basics of Project Evaluation, Technical Report Writing, and Foundations of Digital Marketing.

Who Is Ibragim Balarabe?

Naijaonpoint reports that the newly appointed Executive Secretary of the Kaduna State Pension Bureau is an experienced administrator with extensive knowledge of the Nigerian financial sector, known for his discipline, dedication, and strong work ethic. He succeeds Prof. Salamatu Idris Isah.

Ibrahim Balarabe concluded his tenure as Executive Director (North) at Access Pensions Limited in May 2023, after serving on the Board for seven years.

With over 31 years of experience in both corporate and public service, Ibrahim has spent 18 years involved in the Contributory Pension Scheme (with Sigma and Access Pensions), 11 years in the banking sector (including First Bank of Nigeria, International Trust, and Magnum Trust Bank), and two years in public service at the National Directorate of Employment.

He was a founding member of the Contributory Pension Scheme (CPS) in 2005, initially working with Sigma Pensions and later with Access Pensions.

In both roles, he played a crucial part in establishing the Business Development Department. By the time he left Access Pensions, the organisation managed assets exceeding N980 billion, had over one million registered members, and maintained ten Defined Benefit Scheme Funds.

In recognition of his significant contributions, he was appointed Acting Executive Director of Sigma Pensions in December 2014 and later became the substantive Executive Director (Technical) in February 2016, where he managed the Business Development/Relationship Management and Investment Management Services Divisions. In December 2022, he took on the role of Executive Director (North) at Access Pensions. His expertise lies in General Administration, Business Development, and Customer Service.

Ibrahim holds both his undergraduate and graduate degrees in Agriculture and Business Administration from the esteemed Ahmadu Bello University Zaria. He is also a member of the Nigerian Institute of Management.

The newly appointed Commander of the Kaduna State Vigilance Service (KADVIS) is a retired Commissioner of Police, recognised for his adept use of strategic and tactical skills. He takes over from Brigadier General Umar Ibrahim (Rtd.).

His previous roles include serving as the Commissioner of Police for the Kaduna State Command from 2023 to 2024, as well as holding positions as Commissioner of Police for Border Patrol at Force Headquarters in Abuja, Commissioner of Police for the Police Mobile Force at Force Headquarters in Abuja, and Commandant of the Police Mobile Force Training College in Ende Hills, Nasarawa.

CP Ali Audu (Rtd.) possesses extensive expertise in professional policing, tactical training, administration, and operational management.

He has completed various professional courses focusing on strategic command training, advanced human rights practices, civil-military cooperation, simulation techniques, tactical leadership, and unit combat operations.
