The Nigeria Civil Aviation Authority (NCAA) has affirmed its commitment to take harsher measures to address airlines’ inadequate compliance with financial regulatory requirements and duties.
Captain Chris Najomo, the Director-General of Civil Authority disclosed this at the 2025 Civil Aviation Cost Recovery Optimisation Stakeholders Retreat held in Lagos Friday.
Capt. Najomo, who was represented by Capt. Donald Spiff, the Director of Operations, Licensing and Training Standards (DOLTS), denounced the ongoing failure of certain airlines to fulfil their financial responsibilities, characterising this trend as a significant threat to the sector’s stability.
He said that the NCAA will implement a Zero Debt Strategy starting January 2026, which will require mandatory Advance Payment Guarantees (APG) from airlines to mitigate increasing debts to the Authority.
According to Capt. Najomo, this new framework will bolster accountability, improve operational efficiency, and guarantee sustainable growth in alignment with strategic initiatives regarding revenue optimisation and the advancement of the aviation sector.
