Nigeria to sanction airlines for flying in passengers without valid visas

The federal government has announced it will penalise airlines that transport passengers into Nigeria without valid entry visas, landing, or exit cards. The warning was issued by Olubunmi Tunji-Ojo, Minister of Interior, during a sensitisation programme on the new e-visa system in Lagos.

Tunji-Ojo stressed that while Nigeria is simplifying entry procedures through e-visas, this will not come at the expense of national security. He insisted that no foreigner would be allowed into the country without proper documentation, and airlines must take full responsibility.

He urged the Nigeria Civil Aviation Authority (NCAA) to enforce strict adherence to the 2025 visa policy. “Before anybody comes into Nigeria, please see their visas — not just proof of payment or their tickets,” he said, comparing Nigeria’s new enforcement to the strict standards in countries like the U.S. and UK.

The minister said the e-visa initiative, launched May 1, is designed to boost border security, encourage tourism, and attract foreign investment. The Nigeria Immigration Service (NIS) had already received 5,814 applications by May 22, approving 5,671, rejecting 66, and querying 62.

He also revealed that visa applications are reviewed within 48 hours and must meet set criteria for approval. The e-visa, landing, and exit cards are digitally equipped with barcodes that display biodata and travel history.

Chris Najomo, Director-General of the NCAA, called the initiative a milestone in aligning Nigeria’s immigration systems with global best practices. He said the move would improve aviation efficiency and border management.

Najomo added that the system complies with ICAO Annex 9 provisions, which aim to balance smooth passenger facilitation with high security standards. He noted that inter-agency cooperation is essential for successful implementation.

Kemi Nandap, Comptroller-General of the NIS, also emphasized the need for continued collaboration among stakeholders to ensure effective rollout and maintenance of the system without compromising national safety or service delivery.
