Speaking in line with a Vanguard report of Tuesday, January 26, 2026, Suleiman explained that under the 1999 Constitution, terrorism falls strictly under federal jurisdiction, making it illegal for any governor or state Attorney-General to interfere once a suspect has been charged to court or convicted.
He noted, however, that before formal charges are filed, a governor, in his capacity as Chief Security Officer of the state, can lawfully adopt different strategies to tackle insecurity. These may include dialogue, negotiations, or other legal measures aimed at restoring peace.
Suleiman emphasized that while governors can apply both “carrot and stick” approaches at the pre-trial stage, granting amnesty or pardon after conviction remains unconstitutional.
